As a project manager, Cecilia Wagner is responsible for programs pertaining to agricultural water conservation and water quality improvement programs. She coordinates a collaborative Irrigation Training Program funded by the Texas Water Development Board. She also manages numerous projects in effort to implement the locally developed Arroyo Colorado Watershed Protection Plan. Funding for these projects is provided by the Texas Commission on Environmental Quality, Texas State Soil and Water Conservation Board, Environmental Protection Agency and General Land Office. In her projects, Wagner links U.S. Department of Agriculture Natural Resources Conservation Service and Soil and Water Conservation District programs with Texas AgriLife Extension Service outreach efforts.

Administratively, Wagner coordinates the institute’s funding programs for graduate students (Mills Scholarship and USGS 104b program) and researchers (UGSG 104g program); leads reporting efforts for National Institute of Water Resources, the U.S. Geological Survey, U.S. Department of Agriculture, and AgriLife administration; and serves on the communications team and awards committee.

Wagner joined the Texas Water Resources Institute as a graduate research assistant in 2001. She earned her bachelor of science degree in plant and environmental soil science and her master of science degree in agronomy, both from Texas A&M University.
