Project Specialist II

Emily Monroe joined the Texas Water Resources Institute in October 2018 and works in project and research management, supporting interdisciplinary water and natural resource initiatives. Since joining TWRI,

she has managed and supported more than $25 million in projects, collaborating closely with researchers to design, coordinate, and track applied research. Her work emphasizes connecting scientific research with effective communication, education, and decision-making to support meaningful environmental outcomes.

Emily’s professional and academic focus centers on behavior change related to natural resources and water management. She completed her Master of Science at Texas A&M University, with research examining climate change impacts on cattle forage availability and wildfire risk under different grazing and management scenarios in Texas rangelands. She is currently pursuing a PhD in Experimental Psychology at East Texas A&M, where her research explores how behavioral science, non-formal education, and communication strategies can be used to design and evaluate more effective conservation and outreach programs.

Emily earned a Bachelor of Science in Environmental Sciences from Abilene Christian University in 2013, with a minor in chemistry. She holds certifications in Project Management for Development Professionals (PMD Pro) and Monitoring and Evaluation Leadership in Learning. Prior to joining TWRI, she served as Program Coordinator for Asia at the Norman Borlaug Institute for International Agriculture, managing more than $7.5 million in international agricultural development projects.

Outside of work, Emily enjoys camping, gardening, art, cooking and reading.
